The governing body approved a right-of-way use permit allowing Ready Mix USA, at 3150 Fifteenth Street, to place stormwater piping in the city right of way to route a permitted discharge into an existing storm sewer. The permit requires the company to own and maintain the new piping.
City staff said the concrete plant’s permitted discharge had been flowing into the public right of way and creating standing water that interfered with maintenance and could increase mosquito habitat. “They've been very receptive, and have gone through this process with us with a little plan,” a staff member said during the meeting.
The staff presentation said the piping would run underground from the plant’s discharge point directly to a storm sewer located in the right of way, and that the company has already made adjustments that improved conditions. A council member asked, “That discharge was permitted?” and the staff member answered, “It is permitted through ADM.”
The council voted to approve the right-of-way use permit. The permit’s approval includes the requirement that the applicant will own and maintain the installed stormwater piping in the right of way.
