Judy, a planning staff member, told the council the current fee schedule was updated last in 2019 and that the council’s earlier adoption of a solar ordinance required adding solar permit fees for off‑grid and grid‑tied private systems and for community/large‑scale solar projects. "What sparked this actual ordinance change was the council has approved a solar ordinance, that happened earlier this year. But we didn't have any solar fees, so we had to add those into the ordinance, both off grid and grid ties," Judy said.
A council member moved to approve Ordinance 2025‑08 on first reading; another council member seconded the motion, and the mayor called the vote. Council members voted in favor and the motion passed on first reading; staff provided a redline version of the fee schedule showing the changes.
The ordinance will return for second reading and final adoption according to the city's adoption procedures; no fee changes take effect until the ordinance is adopted on second reading and any required publication or effective date is met.
