NEWPORT, Ore. — At its June 18 meeting, the Lincoln County Board of Commissioners issued two proclamations: one declaring July as probation, parole and community supervision week in Lincoln County and another recognizing June 27, 2025, as National HIV Testing Day.
The probation and parole proclamation was read into the record by Chair Claire Hall and presented by Tony Campa, the county’s community justice director. Campa introduced Steve Britt, who described the county’s transitional housing program for people leaving incarceration. Britt summarized the program’s dual goals: “When we see our job in 2 ways. Number 1, it's to protect the public. Number 2, it's to help our clients be successful.” He explained that transitional housing and cognitive‑behavioral classes help newly released people find employment and remain accountable to supervision requirements.
Commissioner Casey Miller moved for the proclamation to be adopted; Commissioner Walter Chuck seconded. The board approved the proclamation by unanimous voice vote. Campa and staff invited the public to a community barbecue organized for the week of the recognition.
Later in the meeting, Commissioner Chuck read a proclamation recognizing June 27, 2025, as National HIV Testing Day. Shelby Knife, disease prevention and harm-reduction program manager with Lincoln County Public Health, described local testing availability and outreach: “Knowing your HIV status saves lives,” Knife said, and added that the public-health division is partnering with the Kaiser Family Foundation, Walgreens and HIV Alliance to provide free HIV testing in Newport at the Walgreens pharmacy from 11 a.m. to 6 p.m. on June 27. Knife said the event would include HIV Alliance staff to assist anyone who receives a positive result and needs linkage to care.
Commissioner Chuck moved the HIV Testing Day proclamation; Commissioner Miller seconded. The board adopted the proclamation by unanimous voice vote.
