Lincoln County Extension Service District proposes $1.54 million budget; Sea Grant funding remains uncertain

Wiley Thompson, regional director for the Lincoln County Extension Service District, presented the district’s fiscal year 2026 budget message to the committee and described the district’s programs and funding.
Thompson said the district’s budget is $1,542,714 and is “balanced between its revenue and expenditures” under Oregon law, noting in particular that the district carries a contingency of $294,964, a reserve for program development of $350,000 and an unappropriated ending balance of $400,000, for a combined ending balance of $1,044,964 (about 68% of the fund).

Thompson argued the district delivers high local value: “for every dollar that this community puts in to the extension office… the value coming from OSU to the community and the volunteers is about $3.62.”
Commissioners asked about federal Sea Grant funding. Thompson said the funding “was approved in the continuing resolutions” but that the approved funding “is sitting on a desk to be signed,” explaining that the district cannot access money until the paperwork is finalized and signed. He said the timing remains uncertain and that loss of that funding could affect employment for some Sea Grant staff assigned to the county office unless alternate grants are obtained.
The presentation included program highlights, volunteer roles and a QR code to view details online. No formal committee action to adopt the extension district budget was recorded at this meeting.
