The Fairbanks North Star Borough Planning Board approved SD012-25 (Cottrell Subdivision) on May 21, allowing the replat of Lots 6–8 of Tranquility Forest Subdivision together with Lots 3–6 of Pleasant Places Subdivision into six lots between about 2.29 and 14.36 acres, and authorizing relocation of a 30-foot public utility easement.
Staff emphasized that the plat is a major plat only because it involves more than four lots; otherwise it raises no new design or public-improvement nonconformities. A key condition requires the final plat not be recorded until the borough assembly approves a concurrent rezone request (RZ 2025-53) that would change the Pleasant Places portion from RE4 to RE2, enabling the smaller lot sizes proposed on the southern portion. Staff also required a standard driveway- and road-service-area plat note for Pleasant Places Court.
Applicant representative Oliver Loftus said the replat “is simply moving a lot line” and noted wide owner support for the concurrent rezone. No interested-person testimony was submitted. The board approved the plat 8–0.
