Staff recommended and the committee awarded RFP number 25083 to Design Alaska for A/E design and construction administration services for the Big Dipper structural repairs project at a cost of $329,162. Director David Bradley (Public Works) and General Services director Corey Beal presented the scope as design services to address structural deficiencies across the facility.
Committee members confirmed the contract is design-only. "So this contract is just for design services. We'll be back with a, hopefully a contractor award next year," staff said. The design scope described reinforcing floor and roof joists, trusses, roof diaphragms, suspended ceilings, shear walls, seismic bracing and other structural upgrades, "to the greatest extent funding allows," staff said.
Assemblymember Kress asked about funding: staff answered the cost will remain within the project's capital improvement program (CIP) and any unspent design dollars will roll into the construction phase of the project. The committee also asked for clarity on whether the contract covers the entire building; staff responded the design work is a building-wide structural review and repair plan.
The roll-call vote approved the RFP award 6-0.
Ending: Staff will return with construction-phase bidding and a contract award request when the design is complete and construction funding is available.
