The Fairbanks North Star Borough Planning Board on June 18 approved the Angel Rock Subdivision (SD13-25), allowing a 37.3-acre parcel to be divided into four lots and dedicating a new road, Angel Court.
Zach Lee, planning officer, told members the parcel qualified under the borough’s unauthorized divisions-of-land allowance because the first deed split occurred in 1971, the parcel was not in common ownership with an adjacent parcel that would allow lawful subdivision, and no planned trails or road corridors would be affected. Lee said staff recommended approval with seven conditions and six findings of fact.
Larry Bennett, representing owners William L. Johnson and Deborah K. Johnson and speaking for Bennett Engineering, described site considerations including boundary treatment near the Chena River. “We will prepare the subdivision plat based on the original 1964 survey,” Bennett said, adding that final lot boundaries would be adjusted to the existing river bank after field work and benchmarks are set.
A motion to approve SD13-25 with the staff report, six findings and seven conditions passed on a 6–1 vote. The board recorded one no vote; the clerk recorded the motion as carried 6–1. The decision may be appealed to the Board of Adjustment by filing a written notice of appeal with the clerk’s office within seven days of the decision.
