The Fairbanks North Star Borough Planning Board on June 18 approved a second two-year extension to the 2013 approval of the Heartland Estates subdivision, allowing the owners additional time to develop the final two phases.
Zach Lee, planning officer with the Community Planning Department, told the board the owners of Tracts B and C requested extra time “to consider the most effective way to develop the remaining tracts.” Lee said staff recommended approval with one condition: the final plat must be submitted by Aug. 17, 2025, or the preliminary approval will become void.
The original modification approval dates to Feb. 20, 2013. Phases 1–3 of the five-phase subdivision have been completed and recorded; the extension applies to phases 4 and 5. The board heard from applicants in attendance but asked no further questions before moving to action.
Mr. Crook moved to approve the second two-year extension, adopting the staff report and the nine findings of fact; Mr. Levin seconded the motion. The clerk called the roll and the motion carried, 7–0.
Board members voting yes were Mr. Perkins, Mr. LaVonne, Mr. Brooks, Ms. Guthrie, Mr. Cook, Ms. Peterson and Ms. Williams. No abstentions or recusals were recorded.
The approval includes the staff condition that the final plat application be submitted by Aug. 17, 2025. The board’s decision is subject to appeal according to standard borough procedures.
