OKCPS board adopts revisions to bond citizens oversight committee policy after debate over representation

The Oklahoma City Public Schools Board of Education approved revisions to Policy D-15, the bond citizens oversight committee policy, by a 5-1 vote after members debated who should be eligible to serve and how committee membership should reflect the districts student demographics.

Board discussion centered on several proposals offered to staff in advance of the vote. A speaker on the record urged that committee membership require residency in Oklahoma City, recommended dedicated representation for the Spencer attendance area, and suggested that parent-teacher associations be included among affinity groups represented. The speaker also recommended excluding contractors and current OKCPS board members from serving on the oversight committee to avoid potential conflicts of interest.

Board Chair Paula Lewis said the matter was before the board for an up-or-down vote; under the revised policy the district will use an application process and a board committee to screen applicants before names are presented to the full board for approval. On the roll call the board recorded five votes in favor and one opposed, carrying the motion.
