Council approves submittal of $25M Safe Streets grant application for Broadway corridor

Paul Gumsman of Public Works and Utilities described a staff application for the U.S. Department of Transportation’s Safe Streets and Roads for All (SS4A) implementation grant. The city is preparing an application requesting $20 million in federal funding with a $5 million local match for a $25 million total program to improve pedestrian and vulnerable‑user safety on Broadway from 30th Street North to Pawnee.
Gumsman said the corridor contains several intersections that rank among the region’s top locations for pedestrian and vehicle crashes. Proposed improvements include accessible pedestrian signals and ADA upgrades, enhanced crossings and lighting, traffic‑signal work, intersection geometry changes and pavement replacement where needed.
Staff noted the grant application deadline is June 26 and said the state may cover up to $4.75 million of the local match through the Build Kansas Fund if approved, in which case the city’s minimum local match could be as low as $250,000. Council members encouraged broad community letters of support; the mayor volunteered a council letter signed by members to bolster the application. Council approved submitting the grant application by voice vote; staff will continue coordinating with WAMPO and KDOT and seek letters of support from affected neighborhoods and stakeholders.
If awarded, staff said the grant would accelerate corridor safety improvements and would be coordinated with existing CIP elements including traffic‑signal and downtown street projects.
