The proposed transaction would grant parcels A and C to the homeowner by quitclaim deed, while the homeowner would grant parcel B (the constructed road) to the city by quitclaim deed. The city would reserve an easement for active underground utilities that run through the parcel being transferred.
Staff said the action simply memorializes the long‑standing on‑the‑ground condition and clarifies public records. An attorney for the homeowner was present and confirmed the survey and map. The commission approved the exchange 5‑0.
