Holman district unveils 2025–2030 draft strategic plan emphasizing ‘belong, serve, succeed’ and new dashboard measures

Dr. Kristin Mueller, district administrator, presented a draft five-year strategic plan for the School District of Holman and described the plan’s core vision and updated dashboard measures. “Belong, serve, succeed” remains the district vision; the draft provides new definitions for those terms and adds social-emotional learning and a digital-safety indicator to the dashboard, Dr. Mueller said.

The district proposes to measure social-emotional learning through an annual student survey administered to grades 3–12 and to add a simple digital-safety metric focused on phishing-email clicks to begin measuring infrastructure risk. “We really need to protect our infrastructure and protect what's happening within our school district,” Dr. Mueller said, pointing to an increase in cybersecurity incidents in other districts.

Other changes refine existing focus areas: workforce language was revised to emphasize recruiting and retaining staff who reflect student and community needs and moved staff work–life balance measures under workforce rather than safety; community engagement was renamed “engagement” and will emphasize meaningful partnerships and measuring belonging through survey questions. The plan will cover the 2025–2030 school years and will be revisited annually for measure updates.

Board members praised the community engagement process. Board member Kadesha thanked community participants who attended January planning sessions and noted the leadership team and volunteers contributed to definitions. Board member Chris and others echoed appreciation for the work involved.

Dr. Mueller said the strategic-plan item will appear on the July 28 consent agenda for approval. The plan serves as a framework; specific action steps, updates to measures, and operational policies will be developed and reported to the board annually.
