The Stowe Board of Zoning Appeals approved a variance on a request to allow a second driveway at 3815 Pawnberger Road, conditioned so the driveway does not extend past the rear of the existing dwelling as shown on the applicant’s site plan.
The property is in R-2 residential zoning. The applicant told the board the second driveway would serve an RV and improve guest parking and winter safety; the applicant said they had not realized the existing ordinance prohibited a second driveway and stopped construction when they learned of the requirement.
Why it matters: a second driveway can affect neighborhood parking patterns and curb access; the board’s conditional approval limits how far the new driveway may extend, preserving yard area and the existing landscape.
During discussion, planning staff and board members said there were no recorded objections from neighbors at the hearing. The motion to approve cited section 1181.09(a) of the zoning code and included the plan-based limitation. The motion was seconded and approved by roll call.
The applicant was sworn and stated: “our intentions of having the second driveway is to put the RV there, but also it helps us with safety...and we'd be able to have guests park in that other area, so we'll clear up some parking.” The board recorded no additional conditions beyond the plan limit.
