City of Tampa planning staff presented a multi‑section comprehensive plan text amendment (TACPA 25‑06) to update and streamline policy language on recreation and open space, capital improvements, solid waste management, intergovernmental coordination and the definitions section.
Katrina Corcoran, planning commission staff, said the draft language is intended to streamline existing policies and add new direction on access and health, resilience, and community engagement. On recreation and open space the draft adds policy language encouraging partnerships for pop‑up parks and parklets and links park planning to resilience objectives. Corcoran said the parks level‑of‑service (LOS) standards have been moved into the Capital Improvements section, which also adds guidance on resilience and project prioritization.
On solid waste the update includes language for integrated solid waste management, resilience of operations for storm events, and efficiencies from new technologies. The intergovernmental coordination section was pared down to emphasize coordination mechanisms for regional planning topics such as transportation, environment and port/airport master plans. Corcoran said the definition section was reorganized: standard dictionary terms were removed where possible and plan‑specific definitions (for example a bonus ceiling) retained to improve interpretation.
Commissioners praised the streamlining and the focus on resilience. Commissioner Lucas, who teaches coastal planning, said the new sections were "impressively concise" and that the resiliency focus positions the city to pursue partnerships and funding. Staff said public comments received to date are posted to the Live.Grow.Thrive 2045 project site and that the package will return for a Planning Commission public hearing on Aug. 11, transmittal to City Council Oct. 30 and adoption hearings next year.
No action was taken; items will return to the planning commission for public hearing.
