Summary
The court approved a Buy Board purchase and construction contract for new field lighting at the El Paso County sports park, a phase-one capital improvement funded by 2024 GO bond proceeds.
The El Paso County Commissioners Court on July 14 approved a contract to purchase and install new lighting fixtures and electrical wiring for the county sports park using an existing Buy Board cooperative contract with Musco Sports Lighting LLC.
Karen Davidson, the county purchasing agent, told the court this project is “the first of your 2024 capital improvement bond projects” and that the purchase and installation will cost $1,196,294. Funding was identified in CPBD 24 Issue A, Proposition A — park improvements (A18 Sports Park Construction). Davidson said the project will proceed in a phase-one implementation and that staff expect to remain under the GO bond budget for the project.
Melina Banuelos, the public-works senior engineer leading the project, said construction scheduling was a challenge because the sports park is an active facility and staff worked to find windows for installation that would not disrupt programming. Banuelos thanked purchasing and parks staff for coordinating the procurement and scheduling.
The court authorized the county judge to sign the owner–contractor agreement with Musco Sports Lighting LLC under contract number 20250528. A motion to approve the contract was moved and seconded during the meeting and recorded as carried; Commissioner Stout was absent for the vote.
Staff noted this award completes phase one of the lighting work and that a phase-two opportunity may reuse equipment at another county park in a later stage. Construction and installation scheduling will follow procurement and permitting steps handled by Public Works and Parks.
