Council approves preliminary plat for Cattail Villas with 35 conditions

The City Council approved a preliminary plat for a new development called Cattail Villas, submitted by Synchrony Homes. The project proposes 10 twin-home lots on the northwest corner of Ponderosa Lane and West Richmond Way and will be accessed via a private drive off Ponderosa. Staff said the site falls within the Evergreen Valley planned-unit development (PUD) and that two remaining large PUD lots will prompt a future repeal of that PUD because the older PUD restrictions are stronger than the current underlying zoning. For the Cattail Villas preliminary plat staff applied the underlying Z-2 zoning standards and confirmed twin homes are permitted within a wellhead protection district. Staff reported the plan commission held a public hearing on July 8 and recommended approval; staff recommended approval to council as well but noted the preliminary plat carries 35 conditions typical of preliminary approvals. The applicant has not yet submitted a final plat application; staff said many of the conditions are being addressed and will be resolved before final plat submission. An onsite engineer for the project attended the meeting and answered technical questions during the planning review. The council voted to approve the preliminary plat with the stated conditions.
