At its May 20 meeting the ECTOR COUNTY ISD board approved multiple routine purchases over $50,000 for the upcoming fiscal year, adopted a budget amendment to move certain costs into the general fund, and extended the district—ank depository contract.
Purchases approved
Finance staff presented 11 regular purchases over $50,000 that support food service, transportation and facilities needs. Key line items included:
- Food procurement pools: dry/refrigerated/frozen food (approx. $2,200,000); dairy products (approx. $1,200,000); paper/plastic service items (~$1,000,000); bakery items (~$200,000). - Equipment and services: generators for walk-in refrigerators/freezers (~$550,000); charter bus services pool (approx. $600,000); moving company (approx. $130,000); gym-floor maintenance (~$90,000); Aramark towel/apparel services (~$75,000); lawn care and exterior cleaning (~$70,000); advanced services/accommodations for district residences (~$65,000).
The board approved the list by motion and voice vote.
Budget Amendment No. 7
Finance staff presented Budget Amendment No. 7 to shift an expense into the general fund after a vendor providing federally funded tutoring services filed for bankruptcy. The district said the federal contractor—eased operations and the federal reimbursement will be unresolved; staff moved the associated expense into the general fund while pursuing bankruptcy recovery. The board approved the amendment.
Frost Bank depository contract extension
The board also approved a biennial extension of the district's depository contract with Frost Bank (starting July 1, 2025, through June 30, 2027). Staff noted the district uses compensating balances and the District of Innovation policy allows the board to extend a depository agreement without going to public bid when it is in the district's interest. Trustees approved the extension by voice vote.
Why it matters: The approved purchases fund core student services for the coming year. The budget amendment addresses a vendor bankruptcy that affected federal reimbursements; the bank extension maintains continuity of banking services and offsets fees with compensating balances.
Next steps: Purchase orders will be issued as contracts are finalized. Finance staff will continue bankruptcy recovery efforts and return potential recoveries to the appropriate fund if and when received.
