Residents, property manager ask commission to restrict parking, add morning loading zone on Lawrence between 11th and 12th

Kerry Martin, a resident of the 12 South neighborhood, told the Traffic & Parking Commission that recent development behind her homes has created a safety hazard where the alley meets Lawrence Avenue between Eleventh and Twelfth avenues south.
"Cars are allowed to park on both the North and the South sides of the street. And what that does is that creates essentially a gauntlet, making it very, very difficult to get out of the alley. It is a safety hazard," Martin said during public comment.
Martin said she and neighborhood representatives met with Tom Cash and a NDOT representative named Rory on Feb. 28 and that the parties "all agreed that the common sense solution is just to have no parking between Twelfth And Eleventh on the South side of the street." She told commissioners that NDOT had indicated the change would be put in motion but that follow-ups by email and voicemail had not produced action.
Misty Keenan, property manager for the Ashwood development adjacent to Lawrence Avenue, asked the commission to consider two fixes: restricting parking on the south side of Lawrence between Eleventh and Twelfth and a temporary morning loading zone on Twelfth Avenue from 6 a.m. to 9 a.m. Keenan said delivery vehicles have had trouble reaching the alley, dumpsters have been blocked and some deliveries refused because trucks could not enter the alley.
"The traffic is really, really heavy, and we're trying to create just . . . a better experience for everybody and not delay traffic along there," Keenan said.
Emmanuel Matias, who spoke for the department staff later in the meeting, acknowledged the Lawrence comments and said he would raise the issue with his director and follow up with the speakers.
The hearing record contains no formal petition or commission action on the Lawrence parking or the proposed loading zone. Commissioners and staff discussed how citizens can file Hub Nashville requests and how NDOT tracks such site visits; the speakers said they had already engaged NDOT in February. No timeline for a decision or installation was given at the meeting.
The commission did not vote on any ordinance, resolution or permit related to Lawrence Avenue during the meeting; staff agreed to follow up with the residents who spoke.
