Staff identified adequate on‑site parking and recommended conditions including the limitation that only one smoke‑shop retailer be allowed on the property and restricted hours of operation.

The ordinance language before council included stipulations: the smoke‑shop retailer’s daily hours will be 9 a.m. to 10 p.m., and the site will host only this single smoke‑shop retailer use under the SUP. The applicant, who spoke at the meeting, confirmed the proposed operations and said staff had provided the required details.

Council member Klein voted against the SUP and Council member Palacios also registered a no vote; other council members voted aye. There was no public opposition during the public‑hearing period.
