New Braunfels swears in two council members; Larry Spradley elected mayor pro tem

Toni Carter took the oath of office as the District 1 city council member and Michael Capizzi was sworn in as the District 2 council member at the New Braunfels City Council meeting on May 27, 2025. In the same session, councilmembers selected Councilmember Larry Spradley as mayor pro tem in a roll-call vote.
The swearing-in and internal election followed standard ceremonial procedures at the start of the council meeting. City Secretary Wilkinson presented certificates of election before each new member recited the oath and offered brief remarks. Michael Capizzi said, "I take this responsibility... a promise to serve and a promise to lead," and said he intended to represent the entire city, not only District 2.
Councilmembers nominated and then held a roll-call vote to name a mayor pro tem. Larry Spradley was nominated and elected; the council confirmed the selection by an aye vote. Spradley thanked his colleagues and said he was "deeply honored and humbled" by the selection.
The changes take effect immediately. The council will continue its regular business with the newly seated members and the mayor pro tem in place.
