The proposed clarification is intended to ensure equity and coherence in classroom implementation and to support district-adopted programs such as the phonics program and a new math program.
Dr. Clark described the proposal as a refinement rather than a policy change; the stated goal is consistent implementation across campuses so that, for example, a third-grade student who moves between schools will encounter the same materials and instruction. Trustees asked procedural and editorial questions; Dr. Clark noted a typographical correction that would be made.
