The Birdville ISD board declined to approve the district’s contract with the Tarrant County tax assessor's office to collect property taxes after a divided vote in which the motion failed 4–3.
Board discussion focused on a proposed fee increase from approximately $0.98 to $1.07 per $100 of assessed value (a roughly 10 percent increase, as described during the discussion), and on concerns raised by trustees that the appraisal district may not be completing annual fair‑market appraisals for all properties as the law contemplates. Several trustees described the change in appraisal practices and increased collection fees as troubling, and one trustee characterized the situation as a potential conflict when appraisal activity and collection practices appear to be managed in different ways by the same office.
Trustee Drees moved to approve the contract; Mrs. Sanders Wise seconded. After extended discussion and requests for additional information, the motion did not receive enough votes and the board president announced, "The motion fails 4 to 3 and the contract is not going to be approved at this time." The board directed administration to invite Tarrant County tax office leadership (the district's chief tax-collector/chief appraiser was mentioned) to a future meeting to explain the fee increase and the appraisal district's practices, and asked staff to present the Tarrant appraisal district budget separately for review next month.
Administration noted the district shares some delinquent-collections costs with the district’s delinquent-tax attorney and that the county had requested executed contracts by Aug. 15. Trustees discussed whether a shorter term (one year) or other contract amendments would be possible if the county would provide additional information; the board opted to withhold approval until the assessor's office appears and the appraisal district budget can be examined.
