Cedar Hill ISD staff told trustees that the district will transition its child nutrition program to in-house management effective July 1 and placed a personnel action to hire a child nutrition director on the consent agenda at the June 2025 board meeting.
The presenter said the Nutrition Department “will be coming in house” and that there is “a personnel action item for you all tonight.” When a trustee asked whether the hire had to be finalized at that meeting or could be tabled, staff said only two candidates had applied and the district considered the selected candidate the most qualified of the two. A staff speaker said delaying the start date could reduce the candidate’s pay because the number of contract days would change and that could affect the candidate’s willingness to accept the position.
Trustees raised concerns about the candidate’s experience managing a multimillion-dollar budget. One trustee asked specifically if the decision could be deferred to ensure the district secured “the most qualified candidate to manage a $3,700,000 budget.” The hiring staff acknowledged a learning curve but noted the district’s service center would provide support and that the selected candidate had networking experience and relationships with area districts that could assist during the transition.
Staff also told the board the district’s food-service management contract with Aramark ends June 30; bringing child nutrition in-house and having leadership in place before summer feeding was the stated rationale for a July 1 start.
What happened at the meeting: a motion to approve the consent-agenda item that included the personnel action (item 7b) was made and seconded at the meeting; the transcript records the motion and a second and a trustee confirming acceptance of the second. The meeting record does not include a roll-call vote tally in the transcript excerpts provided.
Practical implications: moving child nutrition in-house will shift operations and employment from a private management company to district staff. Trustees asked staff to monitor the budget closely during the first year and to rely on service-center support during the anticipated learning period for the new director.
