He said if the district is unclear about a board motion, “the district comes back and says, you know, a board, we're really sorry. This motion, this instruction makes absolutely no sense. We're unclear on this, this, and this. Could you please clarify?” Manley added that clarification should occur in a noticed public meeting rather than an email exchange.
