Owner of storm‑damaged 1104 Passagrow Way given 60 days to pursue insurance and repairs

The magistrate found that the property at 1104 Passagrow Way was in violation of local property‑maintenance codes for damaged siding, garage doors and exterior railing, but granted the owner, Savinius Starkus, 60 days to pursue repairs while he resolves an insurance claim.

Steven Rivera, the city code officer, documented damaged siding, garage doors and outdoor storage visible in inspection photographs and told the court the trees had been trimmed and some cleanup had been done but siding and garage doors remained unrepaired. Starkus told the magistrate the house, a large 6,000‑square‑foot residence, sustained interior and exterior damage during recent hurricanes and that insurance negotiations were incomplete; he said insurers had been slow to respond and he had retained private adjusters.

The magistrate acknowledged the owner’s progress cleaning vegetation and trimming trees and recognized that major structural repairs likely require an insurance resolution and permitting. She gave Starkus 60 days to make headway toward repair — defined as at least filing a building‑permit application or otherwise making verifiable progress with the insurer — and scheduled a status hearing for Oct. 13, 2025. The magistrate said that if Starkus demonstrates good‑faith efforts the matter could be continued, but that the city will revisit fines or other remedies if progress is not shown.
