La Crosse committee adopts DNR model floodplain ordinance

The Judiciary and Administration Committee on June 3 adopted an ordinance to repeal and recreate the city’s floodplain zoning code, aligning La Crosse with the Wisconsin Department of Natural Resources model ordinance.
City staff said the revision is required by the DNR and does not include local policy changes beyond adopting the model language. “The city is required to adopt the model ordinance from the DNR,” Chief Reinhardt said during the meeting.
Committee members asked no follow-up questions before moving to a vote. Council Member Podeski moved to approve; Council Member Bedford seconded. The committee used VoteCast for the roll call and the motion passed unanimously.
The ordinance updates were described in the agenda as replacing sections 115-207 through 115-312 of the Code of Ordinances of the City of La Crosse to reflect the DNR model. Staff noted the changes were administrative and intended to keep the city eligible for floodplain-related state programs and to maintain consistency with state regulatory standards.
Because the ordinance is a direct adoption of model language, committee discussion focused on procedure and timing rather than substantive changes to local permitting or new requirements for property owners. The council will place the ordinance on next week’s full council agenda for final action.
