Methuen City Council held a public hearing Monday, June 16, 2025, on the Water and Sewer Enterprise Fund, a self-supporting budget of $18,887,582 that officials said will be funded through customer rates rather than local taxes; staff said there is no proposed rate increase for 2025.
Madam Caffer, a staff member, told the council the enterprise fund is “self supporting” and that the fund’s total is $18,887,582. “That is to be funded not through tax, but through rates,” she said. She also said the budget includes indirect costs that are returned to the general fund, comparable to the city’s school chargebacks.
Councilor Cirillo checked whether any members of the public had signed up to speak on the water and sewer item; none had. With no public comment and no council questions, the council moved to conclude the hearing. A motion to accept the meeting agenda was made by Councilor Cirillo and seconded by Councilor Campagnon; the motion passed by unanimous voice vote with one member absent. A subsequent motion to adjourn was seconded by Councilor Campagnon and the meeting ended at 6:04 p.m.
The council noted a second public hearing on the municipal budget was scheduled for 6:15 p.m.
