Councilors used the June 2 budget workshop to press administration officials about the city's payroll conversion to Munis and related HR technology and training costs. Several councilors said payroll and reporting still produce inconsistent outputs between city and school records, and they urged administration to prioritize completing a unified payroll process.
Chief administrative and finance officers said the city is using Munis for financials but the payroll module implementation has been delayed by staffing constraints. The CAFO said the goal is to complete the payroll consolidation in fiscal 2026 but warned it is not guaranteed and depends on available staff time on both the city and school sides.
Councilors also questioned the HR training subscription and the Trilliant (Trilliant/Trailient) platform cost. Assistant and human resources staff said the city currently uses a subscription that cost just under $10,000 this fiscal year and that total in‑service/training spending has run below prior budgeted levels; the mayor reduced the training line toward more realistic actuals.
Separately the administration proposed funding a grant writer on a half‑year contract to pursue state and federal grant opportunities. The CAFO said the mayor prefers contracting out the function initially rather than creating a full‑time position; the half‑year allocation would fund a contract or part‑time hire to develop state grant revenue.
