A planning-district representative told the Board of Supervisors during a required public hearing that a countywide housing assessment identified roughly 100 dwellings that appear substandard from a windshield survey and that the state’s Community Development Block Grant program has new rules limiting the county to one application per round.
The presenter explained that the assessment narrowed the list and that management‑team members have visited properties and checked preliminary eligibility and condition. Under the Department of Housing and Community Development rules released this year, the county may submit one CDBG housing application in the current competition and is eligible to request up to $1,250,000 for housing rehabilitation. The county must choose between a targeted-area application (neighborhood cluster) and a scattered‑site application; the presenter said the management team will recommend which approach is most competitive.
The hearing was the first of two required public hearings; the board set a second hearing for its next meeting to review application details and, if the board chooses, to authorize submission. The presenter noted that substantial reconstruction — demolition and replacement of units — is common in similar projects and that well and septic repairs increase project costs and reduce the number of units that can be funded within a given dollar amount.
No members of the public spoke at the hearing. Supervisor (unnamed) moved to proceed to the next step; the board approved the motion by voice vote.
