County staff told the Peoria County Board that recent programming changes appear to have stabilized the heating, ventilation and air conditioning system at the new health campus, but punch-list work continues.
A county staff speaker said the temporary rooftop units have not run for about two weeks and the building has been maintaining acceptable temperatures. Staff is keeping the temporary units on site for several more weeks as a precaution while technicians complete a test period. "For the past two weeks, the temp units have not been running, and the building has been conditioning itself," the staff member said.
Staff described the immediate problem as programming conflicts that caused the system to call for heat while other controls tried to cool, and said a senior technician resolved the last rooftop-unit problem (Rooftop Unit 1). The county has a verbal agreement with the contractor for an extended warranty on the HVAC equipment, contingent on the system running normally for a 30-day period without a service call. At the time of the meeting, staff said they were roughly six days into that 30-day window and hoped to start a written warranty period in early August.
Board members asked about chain of command and communication for punch-list resolution. The public health administrator, Monica, was identified as the primary contact for tenant concerns in the building because some entities rent space from the county. County staff (Scott and Kyle were named as active participants) said they have been taking issues to the architect and contractor as needed. Staff noted a ventilation irregularity in the morgue that occurs only in unusual circumstances and said they expect to resolve it soon. Board members also asked for a written punch list and timelines for remaining items.
