Staff presented a comparative evaluation of four proposals judged on timeliness, completeness, professionalism and cost. The highest-priced bid was $39,905.25 (Vendor 1); two other offers were roughly $29,000 and $29,500. Staff said Vendor 4 scored well on the evaluation criteria and offered the lowest price.
During discussion, procurement staff noted that no vendor supplied eVerify documentation in their submissions; staff said that proof of eVerify enrollment or compliance will be a condition of any contract award. Staff also reported that warranty information varied across proposals and that Vendor 4 listed a warranty consistent with or exceeding the RFP’s minimum two-year requirement.
A council member moved to award the project to Vendor 4 and another council member seconded. Council discussion included a request from one member to defer the vote so members could review the proposals. That motion failed for lack of a second. The awarding motion passed; one council member (Billie) recorded a dissent.
Staff said the successful vendor will be required to provide outstanding compliance documents (including eVerify) before contract signing and that the city will confirm references and insurance coverage.
