The Reston Association board reported after executive session that it had taken two distinct actions: it directed outside counsel and staff to engage Fairfax County staff on a proposed PRC amendment and to prepare a redline version of the amendment for the board’s review at its next meeting; and it assigned Directors Farrell and Joe Shuck to work with staff to determine next steps concerning the Reston National Golf Course.
President Johnson gave a public readout after the executive session, saying the board “directed the outside counsel and staff to discuss the PRC amendment consistent with the Board of Directors Executive Session conversation, to have that conversation with County staff, and also to prepare a red line for the board's consideration at the next meeting.” The board’s statement added that, on the golf-course matter, staff will consult with assigned directors to determine appropriate actions.
Board members who spoke during the executive-session readout emphasized that staff should aim for a submission and review process proportionate to the scope of any temporary or limited impacts. A staff speaker said brief, site-limited temporary installations (for example, a three-month bubble with minimal footers) likely would not require a full suite of large-project studies such as geotechnical or transportation analyses, but would need a PRC plan and site-appropriate materials.
No formal ordinance or final adoption occurred at the July 10 meeting; the board instead directed counsel and staff to complete draft redlines and to open discussions with county staff. Directors said they expect the redline and supporting staff recommendations to be available at the board’s next regular meeting for further public review and potential action.
Directors also named the two board members who will lead outreach with staff on the Reston National Golf Course item; staff is to report back with recommended action steps and any dependencies on county or third-party approvals.
