Mr. Elliott, a district staff member, gave a progress report on multiple Morgan County school construction and renovation projects, saying the district is withholding significant payments until outstanding inspection and mechanical issues are corrected.
The presentation covered work at Union Hill, Crossroads Junior High, Danville High School, Brewer High School and Westmoreland Elementary and included photos of corridors, gymnasiums, cafeteria areas and athletic facilities.
“We're still holding a little over a million dollars on the company, and we're not paying any money till they get done,” Mr. Elliott said, describing holdbacks tied to incomplete punch-list items and a failed overhead inspection. He said the district is also retaining roughly $2,000,000 on another contract while contractors address mechanical and electrical issues.
The update gave specific timelines and status points. At Union Hill, Mr. Elliott said a final inspection is scheduled for July and that the contract completion date is Oct. 10, 2025. He said painting will begin “next week,” furniture is scheduled for delivery on July 24 and technology installation is under way. He noted one recently installed window was broken and is awaiting replacement.
At Crossroads Junior High and related athletic work, Mr. Elliott said contractors are aiming to finish phased athletic-site work by October but remain behind schedule by roughly two months. He said a brick delivery delay has held up finishing work at concession and press-box areas and that crews have installed press-box components and new bleachers where possible.
At Brewer High School, Mr. Elliott said demolition is complete, site pads are in place and storm-drain work will begin; he said contractors started work promptly after the pre-construction meeting. He described layouts for baseball, softball, track and soccer and noted the bus parking lot paving is complete.
The presentation included interior photos of completed corridors and gym bleachers as well as unfinished ancillary areas such as band rooms, weight rooms and concession-lobby spaces. Mr. Elliott identified outstanding items such as restroom partitions and mechanical closets that remain to be finished.
There was no motion or vote associated with the presentation; the board did not take formal action during the work session. Questions and brief comments from board members followed the update but did not change timelines or produce formal direction to staff.
District staff said next steps include completing the remaining inspections, replacing the broken window, installing brick when delivered and completing athletic-site finish work; the presentation did not identify any new funding requests or contract amendments.
