Whitney Kelly, speaking for the county’s grant-administration partner, said the application would request roughly $55,000 to serve as a local match from settlement dollars. Kelly explained there are two pools of settlement money: restricted funds intended for treatment programs and unrestricted funds that the county may use for other lawful county purposes. Kelly said the proposed housing assistance would be pursued under the language in Exhibit E of the settlement guidance, which they understood to define housing assistance as an allowable care-related expense following guidance from the interim attorney general’s office.
Council members and staff clarified that the commissioners would have to consider or accept the application and that the council would likely need to see the item when it comes before the commissioners. Kelly said the grant-writing group intended to present the resolution to the commissioners at their Thursday meeting and asked the council whether they had preliminary questions before the commissioners took action. No formal council vote was taken; members requested that the county legal/administrative staff review the application details and confirm whether restricted funds were implicated.
Officials noted the settlement guidance allows broad categories under care, prevention and treatment as clarified by litigation and interim guidance; county staff will verify the applicable restrictions and bring any formal request back to the commissioners and council as needed.
