The Sedalia City Council on July 7 approved repeal of Ordinance No. 10492, the 2016 ordinance that had authorized a tax-increment financing (TIF) contract between the city and Sedalia Downtown Development Inc. for the Uptown Theater redevelopment. Legal staff said the original developer never executed the TIF contract and subsequently sold the property, making the contract ordinance unenforceable. Repealing the ordinance is an administrative action to clear outdated records and does not affect the underlying Midtown TIF plan or impose any financial impact, staff said. Council passed the repeal ordinance (Bill No. 2025-121) on second reading and final passage by roll call; no fiscal effects were reported.
