Deputy Chief Brian Nugent told the Avon Town Council on July 10 that the police department’s drone grant finally cleared federal approval after more than a year, several officers have completed Part 107 certification, and the department will ask council approval for multiple vehicle purchases in August.
Nugent said the federal approval process took “over a year” and the department identified six officers for certification under the Federal Aviation Administration Part 107 program. “We’re kinda looking forward to seeing that program roll out a little bit more comprehensive,” Nugent said, noting potential uses for search-and-rescue and missing-persons operations.
He also said the department will present vehicle purchase approvals next month after vehicles ordered under the 2025 budget are produced and arrive in Fort Wayne; Nugent said council will need to consider financing options with town staff when the vehicles arrive. He described plans for a more recent staffing study to compare call volumes and staffing with peer agencies, noting the department has not updated that study in “about four or five years.”
Nugent described recruitment activity and personnel milestones: a new officer starts Monday, and officers returning from parental leave were noted. He said the department has already begun budget preparation and is monitoring the financial impacts of Senate Bill 1.

Nugent answered council questions and requested flexibility from members on scheduling after staff confirmed the department’s National Night Out event conflicted with the council’s regular meeting date.
