Council told city is close to lease and requests $94,000 transfer for Riverwalk fourth-floor build-out

City staff told the council they are close to finalizing a lease with the Alabama Department of Revenue for fourth-floor space in the Riverwalk building and requested a budget amendment to front the build-out costs.
Staff described the build-out as leasehold improvements required for the Department of Revenue to occupy the space and said the total cost is "roughly a $255,000 piece," with the department expected to reimburse the city about $161,000. To cover fronting the work, staff proposed taking $94,000 from the previously approved 3021 Building remodel fund.
"We are getting very close to having an agreement with Alabama Department of Revenue," a staff presenter said. The presenter clarified, "We do not have a signed lease yet," and later said they anticipate presenting an agreement to the council at the July 28 meeting.
Staff also said Department of Revenue could not pay the vendor directly and therefore will reimburse the city for the department's share. The transcript shows staff framed the spend as leasehold improvements to make the space suitable for the agency and confirmed that other future occupancies would be responsible for their own build-outs.
The council discussion recorded in the transcript did not include a formal adoption or vote on the budget amendment during the session.
