The Victor Central School District Board of Education approved a revised Code of Conduct (Policy 5300) that district staff said reorganizes disciplinary expectations, emphasizes preventive measures and makes the document more accessible to students and families.
Karen Fenter, assistant superintendent for instruction, presented the draft revisions and said the district council undertook a multi-month review, comparing other districts’ codes and incorporating feedback from dignity act coordinators, building administrators, teachers and building councils. She said the changes are intended to use plain language, add graphics for readability, front-load the purpose and shared responsibilities, and relocate definitions to an appendix.
One substantive reorganization moves away from a long list of prohibited behaviors toward a framework organized by levels of concern, misconduct, interventions and responses. Fenter told the board this structure is intended to align behavioral responses with developmentally appropriate interventions and the district’s equity and inclusion plan. District staff also said they reviewed and updated language to align with current law and policy for physical restraint and visitor practices.
The board moved to approve Policy 5300; a motion to adopt the code was made by Timothy Delucia, seconded by Carol Prescott, and the motion carried. The transcript records an affirmative vote without recorded opposition or abstention.
District staff said the revised code aims to clarify expectations, improve accessibility for families and provide a more proactive framework for both prevention and response to behavioral concerns.
