"That will consist of grading the site... demo of some trees and the modulars that are currently at the school," Bragg said, describing the early package as work already assumed in the GMP rather than added scope. He estimated the early package at about $2 million to $3 million and said the CM/GC contractor's grading pricing was due the week of July 24.
Bragg asked the board to expect the EWA packet the week before the July 24 meeting; administrative staff said the board would receive the early work authorization agreement, the scope of work and more detailed pricing closer to the meeting. Project leaders said they prefer the board consider EWA approval on July 24 but can defer action to July 30 to allow additional time for price polishing. The administration confirmed the EWA is a "not to exceed" amount and that more time for sub‑prices improves accuracy.
Board members and staff discussed related permits the project team already submitted: a land use application, a grading permit, and a DEQ 1200‑C erosion control permit. Bragg said the DEQ submission and other permit work supports starting early earthwork in the fall and winter weather windows. Jared (board director) said the alternative contracting method the board approved makes this early package possible and can reduce schedule pressure and cost.
No formal board vote on the EWA occurred at the July 10 meeting; staff were instructed to deliver the EWA documents, including the final price, to the board the week of July 24 for possible action at the July 24 meeting or, if needed, at a July 30 special meeting.
