A staff presenter said the township would require a separate agreement with NHCO before executing any grant contract with the state to ensure NHCO would reimburse the township for any expenditures found ineligible by the state. "They are seeking an emergency solutions grant, from the Commonwealth of Pennsylvania," the presenter said, adding NHCO was pursuing funding for its homeless prevention services and that the township’s role would be limited to sponsorship and pass‑through.
Staff recommended the council consider a resolution authorizing the manager to execute grant documents and a memorandum of understanding with NHCO that would hold the nonprofit responsible for ineligible costs. No formal vote was recorded in the meeting minutes for this item; staff said the resolution would appear on a future agenda if the board chooses to move forward.
Council members asked clarifying questions about the agreement language and the requirement that the municipality reimburse the Commonwealth for ineligible expenditures; staff said it is standard practice to require the subrecipient to indemnify the municipality for ineligible grant costs and that NHCO has experience managing similar grants.
