City staff reported a construction incident during the July 10 committee meeting in which contractors allowed sanitary flow into new plumbing runs, causing sewage to enter two areas of the building under construction and displacing the dispatch operation temporarily.
Rocky (staff) described the incident as a “terrible mess,” thanking Jason, Andy Parrish and Craig for recovery efforts. He said Greater Dayton has been engaged and that contractors have been “stepping up” to help with cleanup and remediation. Staff said no permanent records were lost and that IT staff (Todd and Ben) were working to recover systems and expedite returning dispatch to its original location where possible.
A remediation contractor (named in remarks as Certapro) has been onsite. Staff said the contractor responsible for the construction had acknowledged the error and was assisting; staff are pursuing remediation and expect some construction schedules to continue while crews address the damage. Committee members asked about schedule impacts; staff said the incident has not created an overall delay and in some areas work accelerated due to focused remediation and recovery efforts.
Separately, Rocky updated the committee that the Civic Center patio has been epoxied and that staff are delaying reinstalling old handrails until ADA ramp upgrades are completed with engineer assistance; weather has also slowed outdoor finishing work. Rocky asked the seniors club and other users to be patient while finishing and ADA work conclude.
Why it matters: The incident affected the dispatch workspace and required emergency remediation, IT recovery and contractor coordination. Staff said permanent records were not lost and the contractor has engaged in cleanup; schedule and some staffing reallocations have occurred to address the issue.
