The planning board voted July 9 to endorse an ANR plan submitted by the North Congregation of Jehovah's Witnesses, Fall River, addressing a portion of a private way (London Street) after completion of related Land Court quiet‑title proceedings — contingent on a surveyor signature update. Attorney Patrick Delaney, representing the congregation, told the board the parties obtained a default judgment, agreements for judgment and a boundary line agreement and that those instruments have been recorded; the plan’s notes reference Book 11,743, Page 101 as the recording location. Board members said those recorded documents satisfy earlier requests but asked the registered land surveyor to add a signature, stamp and a current date referencing the recorded materials. The board approved the endorsement with the contingency that the surveyor return to the planning office to sign, stamp and redate the plan within days so the public record includes a signature dated after the recorded court documents. Beth Andrei moved the conditional approval; Michael Farias seconded and the roll call vote was unanimous. Staff and the applicant agreed the completed surveyor update can be scanned and appended to the plan records.
