Juvenile services representatives presented a package of budget amendments and new line items covering several programs, including a “flower farm” project for therapeutic horticulture, a newly established juvenile alternative initiative fund, a high‑risk outreach program, a secured detention supply line for GPS monitoring and personal care items, and an increase in the CASA building‑capacity grant.
Presenters said the flower farm project would be coded as “other supplies” to buy seeds, soil, fertilizer, gloves and pots for horticultural programming. The juvenile alternative initiative and a non‑reverting fund are being established to meet state requirements that alternate odd/even fiscal cycles and to separate grant accounting.
The secured detention fund line will provide about $11,000 for GPS monitoring equipment and a separate supplies allocation for detainee hygiene items (toothbrushes, toothpaste, soap, hair products). CASA requested a $3,000 increase to cover expanded duties for an existing CASA coordinator, including volunteer recruitment, training, application review and quarterly reporting.
Staff and council members asked questions but did not object; presenters said the items are meant to streamline grant accounting and create dedicated budget lines to ensure funds are available for program supplies and capacity building. No formal vote was recorded at the study session.
