City Attorney David Margolis explained that the settlement amount reflected legal considerations rather than an assessment of the full facts of the event.
During the public-comment period for that agenda item, a resident identified as Mr. Paluba strongly criticized the Clearwater Police Department and called for personnel changes, alleging misconduct in an unrelated officer-involved incident. He urged termination of certain officers and suggested contracting with the Pinellas County Sheriff’s Office. Those comments were public comment and not tied to the settlement matter by staff.
Council had no further public discussion on the settlement and voted unanimously to approve the item.
