The Colfax County Board of County Commissioners voted July 10, 2025, in a special session in Raton to adopt Resolution 2025-57, approving the countyInfrastructure Capital Improvement Plan (ICIP).
County staff summarized edits made since the board's previous meeting and said the plan now includes two items added at the commission's request: general fleet vehicles and a road-building project in Moreno Valley. Justin, a county staff member, said, "I have, since the last meeting on Tuesday, made the edits in the ICIP portal, and I have the attachment to the resolution," and that he had "put a million dollars, just as essentially a first estimate on that." He said staff will meet with the roads department to refine the Moreno Valley worksheet before final submission.
The staff presentation also noted a timing change: the worksheet used for the current ICIP was based on the 2026through2030 plan and was rolled forward one year, and the 2028 and 2029 entries were consolidated into a single year to better reflect the estimated initial timing.
