Michelle Chavez, the city staff lead on the CDBG entitlement effort, summarized the draft consolidated plan and 2025 annual action plan at a July 10 public hearing and recommended the commission forward the documents to the City Council for transmittal to HUD. "The anticipated allocation is $348,393," Chavez told commissioners, citing the HUD allocation letter.
Chavez described the consolidated plan as a required three-year document outlining priorities and strategies to meet national CDBG objectives: benefit to low- and moderate-income persons, prevention or elimination of slums and blight, or meeting urgent needs. The annual action plan covers the city’s planned projects and budgets for 2025 and the immediate program year. Chavez said the city’s expected next steps are council action in early August, HUD review and, if approved, a program start of Sept. 1, 2025.
Commissioners asked clarifying questions; no members of the public were signed up to comment. After closing the hearing, a commissioner moved to recommend the draft consolidated plan and 2025 annual action plan to the City Council for submission to HUD; the commission voted in favor and the motion passed. Chavez noted that the plan documentation also lays out reporting, anti-poverty and housing strategies, and the consolidated plan packet includes a geographic map of proposed area-benefit target areas and a history of past CDBG-funded projects.
The commission’s recommendation asks City Council to adopt the draft consolidated plan and action plan so staff may submit the documents to HUD and begin the city’s CDBG entitlement program work for 2025–27.
