The LaSalle County Board on July 10 approved an amendment to its proprietary contract with Bruce Harris & Associates to perform digital map conversion and implement a countywide geographic information system (GIS). The contract amendment covers four license agreements and a four-year period at a total cost to the county of $853,224, with year‑one costs of $188,376 and recurring amounts in subsequent years as set in exhibit A. Colin Russell of Bruce Harris & Associates described the firm’s 30-year history, services supporting parcel mapping, aerial imagery coordination, ArcGIS Enterprise and ArcGIS Online management, and past work for the county including parcel mapping and redistricting. Why it matters: County GIS supports multiple departments — supervisor of assessments, land use, emergency management, county clerk, highway, 9-1-1 and the sheriff — and is used for public transparency, emergency response and property assessments. Vendor commitments and county points Russell said Bruce Harris & Associates reduced its fees for one year by 50% to help the county as recording revenue had declined, and the firm will provide staff augmentation support, desktop/pro users support, spatial analysis and map production. Questions from board members confirmed the contract is proprietary (not competitively bid) and covers licensing and support for several site and user licenses.
