HLC hears Rubisa Campus/Rio Vista museum update; staff reports utilities work and state funding support

Staff said Sky Ridge is the general contractor for building construction and that the University of Texas at El Paso (UTEP) is the architect for the museum exhibit installations. Staff said the commission is coordinating exhibit care for loans from the Smithsonian and other artifacts and that, as federal funds allow, the Smithsonian may partner on special collections and touring exhibits. Staff said the museum is set to open in 2026 with the full exhibit built and installed and that the lighting package and utilities are among the remaining tasks.
On funding, staff said Senator Blanco and State Representative Mary Gonzalez filed bills to support Rio Vista and that, in staff's account, $2,000,000 has been identified for the project—described by staff as approximately $1,000,000 from state appropriations and $1,000,000 from senator-led funding. Staff characterized an additional $1,000,000 in state appropriations as hopeful; staff also said a resolution in support of Rio Vista for Historic Preservation Month (September) was presented to council by Congresswoman Veronica Escobar and that the commission plans to request a resolution as well.
Commissioners received the update; no formal commission vote was recorded on funding or project changes during the meeting. Staff invited commissioners to a site visit in July and reminded attendees that appropriate personal protective equipment (hard hat, safety goggles, safety vest, steel-toe boots) would be required for the visit.
