The Alsaguenre Planning Commission on July 10 approved a third one-year extension for the vesting tentative parcel map that covers properties at 650–700 North Pacific Coast Highway and 737 Carl Jacobson Way, moving the map’s new expiration to May 18, 2026. Planning staff said the project—originally approved in 2021—includes the remodel of two office buildings (identified in staff materials as Office Buildings A and B) and a net increase of about 70,000 square feet of office space, together with a parking structure discussed in the staff report. The applicant requested a timely extension under the Subdivision Map Act; staff noted the developer may request up to five annual extensions under state law and the city’s code, and that entitlement rights extend with the map while the extensions are granted. Amavir Bridal, representing the property owner and applicant for the 650 PCH project, told the commission that market conditions—high construction costs and elevated interest rates—have delayed construction since entitlements were granted in 2021. Bridal said the ownership team is working to address site maintenance issues including repainting, broken windows and landscaping and has been coordinating with staff to complete those repairs. Staff recommended adoption of Resolution No. 2966 to authorize the one-year extension; the commission approved the resolution 5–0. Staff said no changes to the project or map are proposed as part of the extension; the new expiration date on the vesting tentative map will be May 18, 2026. Staff advised the commission that, to preserve approvals beyond that date, applicants typically must submit construction plan check or additional extension requests before expiration. The extension permits the applicant to retain the approved entitlements while market and project-level conditions are assessed; staff and the applicant indicated additional extensions remain possible within state law limits.
