Winter Park homeowner ordered to pull permits for shed with laundry hookups and altered drain; Sept. 10 compliance

A Seminole County special magistrate ordered the owner of 5214 Orange Avenue in Winter Park to obtain required permits for a shed that contains plumbing and electrical hookups and for work that altered the main-house drain to the septic tank. The magistrate set a compliance date of Sept. 10, 2025, and said a fine of $100 per day would be imposed if the permits are not received.

Ruth Goldstein of the Building Division testified that county inspections beginning April 26, 2024, documented a shed with laundry facilities, associated plumbing and electrical work, and a replaced building drain to the septic tank performed without permits. Goldstein presented photographs from inspections and a permit history showing two applications submitted May 3, 2024, for a laundry-room alteration and for a shed; both applications were under review with corrections required from building, zoning and drainage reviewers.

Goldstein said the plan-review workflow showed comments requesting a letter from the Department of Health regarding the septic system and other corrections tied to the alteration permit. Inspector Brent Griffin confirmed he was assigned to the case and submitted the electronic case file into the record. The respondent’s representative said some prior plumbing had been adjusted and that permit applications had been submitted; the respondent said he expected to complete the application process by Sept. 11 but clarified that the county’s requested compliance date was Sept. 10.

The magistrate ordered the property brought into compliance by Sept. 10, 2025, and imposed a potential fine of $100 per day if the permits were not obtained. The order cites Seminole County Code chapter 40, appendix A, section 105.1.
